The water/pipes framing is one of the clearest statements of the enclosure problem i've seen - the water created the value, the pipes claimed ownership of it. That's not metaphor, it's the actual history of how the platform economy happened.
Where i'd push: the Rousseau infrastructure problem you've solved is real, but there's a second infrastructure problem he didn't name. Athens didn't fail because citizens couldn't coordinate fast enough. It failed because the correction machinery was broken; no mechanism to distinguish an informed voice from an uninformed one, no way for the collective mind to be wrong and know it. A billion people tapping screens in fifteen minutes a week would be an extraordinary coordination achievement, but whether it produces collective intelligence or coordinated noise depends entirely on the deliberative architecture underneath, not just the participation volume.
The question that determines whether IOD Nations succeeds or gets captured like every previous democratic infrastructure is this: does the system get better at modelling reality over time, or does it just get better at mobilising people who already agree?

1) vTaiwan is already proving that the infrastructure to advance democracy is achievable. They have ALREADY implemented a national infrastructure for Taiwan that raised approval with government from 9% to 70% and fostered citizen participation to over 50%.
2) "just get better at mobilizing people who already agree" is no small accomplishment. I've been working on averting the upcoming climate catastrophe and despite the incredible dedication of Greta Thunberg's Fridays for Future and hundreds of other groups, the result is, basically, FAILURE! No Kings movement tries to connect pro-democracy groups WITH BASICALLY NO RESULT except - "let's get out there and try to elect democrats." And the result - Trump is still king! No coordinated, effective effort has emerged. The POWER of a coordinated vast majority of citizens has been defused in CHAOS. Same with "common sense gun control," and so on. All that's lacking is COORDINATION. It CAN happen, and it IS happening - all IOD Nations is doing, really, is fostering the inevitable, getting the world together to implement the structure already created by vTaiwan to handle their national problems. What we're asking is for people to GET ON BOARD, with minimal participation!
